It was a day in September that changed America forever. It was unprecedented. And while we don't remember what the weather was like that day, we have not forgotten where it started: lower Manhattan at what historians now call a "grand building." The years have gone by, and we have forgotten many of that day's heroes. But when we recall exactly what the actions of those men have come to mean to all Americans, it should give us pause, at least for moment, before we resume our daily routine.

The truth is that what began that day has become the focal point for more debates and more emotion in America - and achieved a greater significance to America and the world-than even the men who started it could have imagined.

That day was Sept. 25, 1789: the day on which the Bill of Rights was officially proposed to the states by the first U.S. Congress.
